关金劵是“海关金单位兑换券”的简称,为国民 党统治时期中国海关收税的计算单位。关金券发行之初,正面为孙中山先生半身像,印有地名和“凭票即付”等字样,背面图样为上海海关大楼,均为直型。原来海关收税为银两,1929年世界银价大落,影响关税收入。银价持续下跌虽有助于中国对外贸易的发展,但对偿还外债而言,则增加了负担。政府于1930年1月决定征收金币,以值0.601866克纯金为单位作标准计算,称“海关金单位”,合美元0.40元;1930年中央银行即委托美国钞票公司印制关金兑换券;1931年5月中央银行正式发行关金券,作为缴纳关税之用。

关金券最初的发行目标只是为进口商提供纳税的便利,并不在市面流通。由于其与外国货币直接挂靠,币值相对稳定,所以关金直接交税的比例逐年上升。1942年4月,国民政府财政部规定以关金一元折合法币二十元的比价,与法币并行流通。这在一定程度上是国民政府变相增发法币大钞,关金券公开地行使流通功能,变成真正的纸币。
